Uploading attachments error

I tried to upload attachments in another topic of mine. I got an error saying " You are not authorized to create or remove attachments.". but i blatantly see it on here. I must be missing a step.

I don't think you can upload attachments, you have to make them available through links. Something like (img)http://imageaddress.com/image.jpg(/img) except with brackets instead of parentheses. Or for a link to like a text document there's a Link option near the middle of the Advanced Editor where you can embed links into words like so.
