Ability-based Charms are still the plan—although that may not necessarily be what works best for your homebrew.

There's a lot of focus on the shahan-yas and notable followers of theirs, so it definitely felt while reading like I'd be doing something weird if I weren't affiliated with one.
It wouldn't be strange. Not all of a shahan-ya's adherents are necessarily their students, or live with them—some are just political supporters, who may not have spent any extended period of time with them. There are also Pact Lunars who aren't affiliated with any particular shahan-ya; one of the QCs in Chapter 9 is an example of this.

Would the Enhanced Senses (Sight) Mutation apply to the Attack (Perception + Occult) roll for Flight of the Brilliant Raptor?

Edit: What is the ecology like in Caul (ie what animals are there?) Anything emblematic? I would like to play a No Moon Sorceress and just wanted to know what the local fauna was like?

Hrm. The intent was not that various sense-boosting things could buff that attack roll.

Is there a particular reason there are so few Totemic (Intelligence) charms or did it just work out that way?

It wasn't something we deliberately set out to do.

Can the Radiant Basilisc Jewel be used to power a suit of armor while wearing it, or power a warstrider while piloting it?

If not, could an upgrade to that Wits Charm allow the Lunar to use the Hearthstone to power an artifact while in contact with the artifact?

What further potential could there be for hiding Hearthstones located in places not normally covered by clothes (or while in animal forms)? Especially for RBJ, which are harder to relocate as per your answer involving uses of Flesh-Sculpting Art.

The Gem of Incomparable Wellness is both Dependent and Linked. Is it possible that all Hearthstones with both keywords, even just one of them, are not appropriate for the RBJ?

Does the doubling effect to Stamina associated with impervious skin of stone count as dice added by charms? Is it capped by resistance+specialty?

Soak and damage boosts aren't normally capped; Lunar Excellencies are an exception.

No, but I could see it as part of a potential upgrade.

                          I'm not seeing any.

The issue with it is its particular effect, not the keywords.

"Part of". So you feel that effect alone doesn't seem worth a whole Charm, and it has room to add a little more?

                            I'm not seeing any.
So almost any Lunar can learn this Charm early in their careers, but few ever will because it complicates people disguises, largely ruins animal disguises (as normal animals don't wear clothes), and in many ways is a second and even worse Tell, because the Wyld Hunt is going to recognize a Cadent Carbunkle set in someone or something's throat after fighting something with that exact same Hearthstone in its throat.

The issue with it is its particular effect, not the keywords.
Presumably, it's the keywords that make the Gem of Incomparable Wellness balanced as a Hearthstone. Unless it's less about the stone's general "power level" and more about how its healing interacts specifically with the healing possible with Lunar Stamina Charms.

So, the Exigent book is set up to have a ton of info crammed into it between (presumably) a write up and charms for several Exigent types and the write up for some of the other things that aren't exigents like the Dream-Souled, Hearteaters, and Umbrals. Is it going to have to be larger then the other splatbooks to do that or will you be cutting out some 'standard' things like new sorcery and martial arts to make room to try and squeeze it into a standard sized book?
