    This is might attempt to look through the animals in the corebook and lunars book, and try to figure out how good they are for shapeshifting.
    Sorry if my standards for a given term, or how I describe, shift in the middle of the list.

    Angler-Lizard
    Poor combat stats. No merits or special attacks, except for what is probably the only withdraw-boosting special attack.
    Use If: Unless you desperately want to be an angler-lizard, do not turn into an angler-lizard.

    Armored Terror
    Aquatic, Legendary Size
    Very good damage and soak, decent attack and defense. Some good combat merits/special attacks. The only good out-of-combat uses are feats of strength and biting through warships.
    Use if: You want to be legendary size underwater

    Bear
    Decent damage, attacks, defense and soak. Some combat merits - the most notable is Berserker if you ever get to -4 health levels.
    Use if: You want to fight without combat skills of your own, or want to fight at -4 health levels.

    Benthic Knifetooth
    Aquatic
    Decent damage, attacks, defense and soak. A few combat merits. Some merits that boost senses and stealth, as well as staying awake at night, but poor enough pools you should probably substitute your own.
    Use if: You want to fight underwater without combat skills of your own

    Boar-Tusk Crocodile
    Decent damage, attacks, and soak. Best defense of any animal? Decent combat merits
    Use if: You want to fight without combat skills of your own

    Bunyip
    Decent damage, defense, and soak, poor attacks. A few combat merits. Marsupial might be useful in some cases
    Use if: You want to fight without combat skills of your own

    Cat
    With latents, decent damage. Poor soak, attacks and defense. Ambush Hunter, especially with latents, and tiny creature give good boosts to attack and defense if you use your own stats. Good sense, stealth and athletics merits, and decent pools for those. Will often look harmless and unremarkable.
    Use if: You want to hide, or as a fighting for if you have good dex, brawl and dodge, and are willing to buy several latents

    Clawstrider
    Decent damage, attacks, defense and soak. Pack Hunter is very good under some circumstances, with several other combat merits and special attacks.
    Use if: You want to fight without combat skills of your own, or can make use of pack hunting

    Death Moa
    Decent damage, attacks, defense and soak. A few combat special attacks/merits, with the most interesting being the option to attack out to short range.
    Use if: You want to fight without combat skills of your own, or want to fight as a weird ranged-melee combatant

    Dog/Wolf
    Poor attacks, damage and soak. Decent defense. Some combat merits, mostly useful when fighting in groups. Good tracking and scent, especially with latents. Will often look harmless and unremarkable.
    Use if: You can take advantage of pack hunting and defend-other based merits.

    Eagle
    Flying
    Decent attacks, defense and damage. Poor soak. A few combat merits. Good merits for senses and flying, and good flight pools.
    Use if: You want to fight while flying

    Emperor Sloth - Legendary Size
    Good damage, decent attack, defense and soak. Sloth's rage is interesting, but not much else going for it. I could imagine something terrifying involving multiple attack charms.
    Use if: You want to abuse Sloth's Rage somehow.

    Gorilla
    Decent damage, attacks, defense and soak. Some combat merits, including Savage Strength as a powerful grapple booster, and Howling Aggression to join battle with an intimidate roll, though you will likely want to use your own intimidate pool.
    Use if: You want to fight without combat skills of your own, or fight by grappling, or do something fun with Howling Aggression, or have Constant Quicksilver Rearrangement and your enemy is crashed.

    Great Cat
    Decent damage, attacks, defense and soak. Decent combat merits. Good stealth and sense merits, and decent pools to go along with them.
    Use if: You want to fight without combat skills of your own, or fight stealthily

    Hellboar
    Good overwhelming. Decent damage, attacks, defense and soak. Some combat merits - the most notable is Berserker if you ever get to -4 health levels.
    Use if: You want to fight without combat skills of your own, or want to fight at -4 health levels.

    Horse
    Decent damage and defense, poor attack and soak. One combat merit only useful against enemies smaller than humans. Fast.
    Use if: You want to be fast

    Ox-Dragon
    Legendary Size
    Good damage, decent attacks, defense and soak. Several good combat merits.
    Use if: You want to be legendary size, have your own good attack and defense pools, and the merits look good

    Pestletail
    Good damage and soak. Poor attack and defense. Good combat merits, especially soak-boosting. Good feats of strength
    Use if: You want to fight, and have your own attack and defense pools.

    Quoll-Lion
    Decent attack, defense and damage, poor soak. Good ambushes. Good sense, climbing and stealth merits.
    Use if: You want to ambush people by dropping on them from trees.

    Raiton
    Flying
    Poor attack, defense, damage and soak. Tiny creature gives a good defense boost. Carrion hunter is a good sense booster.
    Use if: You want to fly. You want to take advantage of being a bad omen.

    River Dragon
    Amphibious, Legendary Size
    Good damage and soak. Decent attacks and defense. Several special attacks.
    Use if: If you want to be legendary size, and on the border between water and land.

    Siege Lizard
    Legendary Size
    Good damage, soak and defense, poor attacks. Several good merits.
    Use if: You want to be legendary size and focus on defense, especially if you have your own pool for attack

    Tyrant Lizard
    Good attack, defense, damage and soak. Lots of special attacks and merits. Good and intimidate and feats of strength merits/pools. Surprisingly decent stealth pool?
    Use if: You want to be legendary size and murder people

    Venomous Snake
    Poor attack, defense, damage and soak. Tiny creature gives good defense if you have your own evasion. Good stealth merits and pool. Is venomous.
    Use if: You want to hide. You need to be venomous.

    Yeddim
    Legendary Size
    Good soak, decent attack and damage, poor defense. Immense Guardian is the only combat merit. Good feats of strength combined with beast of burden. Epic vigor lets you survive very long without food or water.
    Use If: You want to carry heavy burdens. You need to live in a desert for a while.

    Badger
    Decent damage and defense, poor attack and soak. Good at digging.
    Use if: You need to dig

    Beetle/Cockroach
    Minuscule Size
    Poor combat stats.
    Use if: You need to be Minuscule size

    Butterfly/Moth
    Minuscule Size
    Poor combat stats. Decent stealth and senses pool
    Use if: You need to be Minuscule size

    Crab
    Aquatic, variable size (Miniscule-Regular)
    Decent defense. Poor attack, damage and soak. Grasping claws is a good damage booster
    Use if: You want to be tiny and have good damage against very high soak. You need to be diminutive or tiny underwater

    Elk/Deer
    Decent attack, defense, damage and soak. Decent combat merits. Fast, good at jumping
    Use if: You need to be fast, but not quite as fast as a horse

    Moose
    Good Damage and Soak, decent attack, poor defense. Decent combat merits. Good at jumping.
    Use if: You want to fight using your own pools, and the Moose's combat merits look good for you.

    Frog/Toad
    Amphibious
    Decent defense, poor attack, damage and soak. Not much in combat but poison. Good at jumping, has merits and decent pools for stealth and senses, but you probably want to use your own pools
    Use if: You need to be amphibious

    Hippopotamus
    Good damage, decent attacks, defense and soak. Good combat merits, with crushing bite giving terrifying damage and bone-crunching bite giving a nasty penalty after decisive. Good feats of strength with beast of burden.
    Use if: You want to fight without combat skills of your own, or with absolutely terrifying attacks

    Great Stoat
    Decent defense, poor attack, damage and soak. Some combat merits. Possibly the only resolve-boosting merit.
    Use if: You have Constant Quicksilver Rearrangement and want to spend 1i for +1 resolve against fear-based influence, or you desperately need to disguise yourself as a Great Stoat.

    Iron-Skull Devil
    Decent attack, defense and damage. Poor soak. Combat merits.
    Use if: You need to lure someone into attacking you for your skull.

    Jellyfish
    Aquatic, variable size (miniscule-regular)
    Poor attack, defense, soak and damage. Venom, and an ability boosting being a battlegroup. Can detect vibrations under water, and has tiny creature, with decent pools to back them up.
    Use if: You need to be tiny underwater. You need water sense or venom. You want to be a battlegroup

    Mountain Goat
    Decent attack and defense, poor soak and damage. Some combat merits. Good at climbing and jumping.
    Use if: You need to climb and jump

    Mouse/Rat
    Decent defense. Poor attack, damage and soak. An ability boosting being a battlegroup. Good scent and stealth. Looks unremarkable and harmless.
    Use if: You need to be sneaky. You want to be a battlegroup.

    Octopus
    Aquatic, variable size (miniscule-legendary)
    Decent defense, poor attack, damage and soak. Some combat abilities. Good at squeezing through tight spaces.
    Use if: You need to squeeze through tight spaces. You need to disengage while using Constant Quicksilver Rearrangement. You need venom.

    Owl
    Flying
    Decent defense and attack, poor soak and damage. Some combat merits, good senses and stealth merits and pools.
    Use if: You need to be sneaky and observant while flying.

    SHieldback Lizard
    Legendary Size
    Good Soak, Damage and Defense, decent attacks. Good combat merits.
    Use if: Honestly they look mostly worse than a tyrant lizard.

    Swan
    Flying
    Poor attack, defense, damage and soak. Some combat merits.
    Use if: You want to threaten people or have them disengage form you in combat.

    Thunder Lizard
    Legendary Size
    Good soak and damage. Decent attack and defense. Some combat merits.
    Use if: You want to use Thunder Tail to get free flurries of attacks and threatens.

    Walrus
    Aquatic
    Decent defense, damage and soak. Poor attack. Good combat merits, especially aquatic grace giving +2 evasion underwater.
    Use if: You want to fight using your own stats underwater.

    Wasp
    Minuscule Size, Flying
    Decent evasion and attack, poor soak. Venom, and a battlegroup ability.
    Use if: You want to be minuscule and venomous, or be a battlegroup.

    I think Hellboar is really nice with some investment thanks to Protean. It's got Berserker, Trample, a Crippling attack, Keen Nose, and a Speed Bonus, all of which have Protean charms that are improved with those merits. It's already got excellent decisive attacks so if you take Chimera-Soul Expression to put some medium horns on it for parries plus either Claws of the Silver Moon for an overwhelming 10 bite or Last Warriors Unity with any moonsilver brawl weapon for withering attacks its quite formidable.

    Edit: Also Octopus-and-Spider Barrage with Death Stomp is pretty spicy.
