Elemental Bolt Attack has a similar problem as Currents Sweep: What if your target is already in range?

As a grappler, your target might already be at close range, within your grasp. No need for a grapple gambit that reaches out to short range, especially if there's already plenty of water around.

With Elemental Bolt Attack, spending the anima is just to extend the range from short to medium. If your target is at short or close range, there's no point.

Dragon-Graced Weapon lets you discard your weapon and conjure up something completely different, or lets you conjure up something to throw and then cancel immediately afterwards, if you want. Its flexibility enables so many different strategies.

Well it’s true that you don’t need to extend the range most of the time, I imagine it’s something you can do anyway. Although yeah it’s just not that good, in either case you’re forced into a specific combat action and because the charms are simple and supplemental you’re likely to go over 4m in that combat action anyway.
