    You only have to pay for the dot-ratings that actually DO something.

    So for a merit like Demesne which can have a 2 or 4 dots (no 3 dots) then it would go something like this:-

    You would have to pay 6 xp for the 2 dots Demesne.

    and then

    You would have to pay 12 xp for the 4 dots Demesne.

    You do not have to pay anything for the third dot as it does not do anything.

    Is that correct?
    I think the Realm doesn't have a flag. Great Houses and the Scarlet Empress have Mons (symbols that represent them), and all units of talons size or larger in Realm Legions have standards (draconic statues you put on a pole like a flag)

    Note that you'd never spend XP for Demesne - it's a story merit, so is either bought with merit dots in character creation, or earned through story actions during play.
    The only purchased merit that occurs at different dot levels is Mighty Thews, and I think most people interpret it as pay 3xp for the first dot, 6xp to upgrade to 2-dots, and 9xp to upgrade to 3-dots, though if I was Storytelling a game where someone wanted to buy Mighty Thews I'd probably allow them to pay 3xp to upgrade each dot.

      I agree with you about Mighty Thews but regarding the Demense merit I was mostly using it as an example but you could consider Quick Draw as another example of what I meant.

      Quick Draw can be one dot or four dots and can be purchased during gameplay/story.

      So if you purchased it at one dot during Char Gen but then decided you wanted the four-dot version during story?

        RAW, it costs 12XP whether you have the 1 dot version or not.

        Quick Draw isn't 1 to 4. It's two merits that cost one or four dots.

        It's a dumb rule.

        Mighty Thews is not 1, 2, or 3. It's 1 to 3. It's a variable rating merit. You have to buy the first dot for 3XP, before buying the second dot for 6XP, then the third for 9XP.

        So 4 dot Quick Draw costs 12 XP. 3 dot Mighty Thews costs 18XP. 5 dot Artifact is free (it's a story merit).

        Mighty Thews is a mutation (see Fangs at the Gate page 143), so a sorcerer could grant it for 4XP with an Ambition 2 Terrestrial Working.

        The whole system is silly, but there it is.

            On a separate matter, you asked about a flag for the Realm. It doesn't have a flag, just Mons, but the Empress's Mon is a red pentagram. So that gets used a lot, as it represents the Empress and her family (ie the entire Dynasty).

              Hmm, not sure what to think about that to be honest. On one hand I do like the idea of the Emperess and Empire both having the same symbol, on the other hand I would have expected some form of differentiation, just to clarify this is the Empress personal caravan / escort on a trip and random army squad from the Empire.

                If it helps, every unit down to the Scale (25 fighting troops, 6 officers) has its own Mon Talon (125 fighting troops, 31 officers) has its own standard. The Empress's own troops (which does, admittedly and unhelpfully, include the Black Helms and possibly the entire Legion of Silence, though that one is unclear) are using the Scarlet Pentacle, and Random Army Squad is using their own heraldry.

                The Satrapy and Province system are your friends here. Think of each of the Great Houses as their own kingdom. Remember, the Imperial Legions don't exist anymore. The troops the PCs meet are far more likely to be flying the flag of (for example) Paragon or marching under Mon of Mnemon.

                    • Anyone mention plans to bring the five metal shrike, thousand forged dragons, brass leviathan, and the directional titans back into the current edition? While they are a tad ridiculous, I love the story potential of them, and I would like stats for the thousand forged dragons as potential antagonists

                      • I don't know what books they'd be in at least if htey were to come back. The Shrike and Leviathan are from 1e though, and do help showcase that magitech ain't like, gone. It's just not its own separate category and stuff. Directional Titans I think are less soemthing I'm enthused about seeing or trying to bring back because I'm not as big a fan of floating battle stations when we have more exotic stuff like the Shrike or robot-cyborg-sea-dragon-sub.

                        • I was thinking of the titans as an exalted version of an ancient dungeon crawl. Many jrpgs have the "ancient fortress of lost tech" trope, and it might be fun to run mount Metagalapa like combination of the black omen (chrono trigger).

                          • Is there an ETA for when Sidereals are to be released for 3E? My understanding that the production schedule looks something like: Many Faced Strangers (Lunars) => Exigents => Abyssals => Sidereals.

                              Mm... MFS and Exigents I'm iffy on the order of at the moment, since they're very close together right now, but after that it's Sidereals/Getimians (two books), then Abyssals/Liminals (two books).
