I've also always thought that the canon Cainite/Kine ratio in DA was 1:1000. But just like you I don't know in which books that's been stated.

Vampire: the Dark Ages core rulebook, 1996: "A city of 10,000 mortals may have a dozen resident vampires, with half a dozen more in the surrounding towns and villages."
Three Pillars, 1997: "An area can only maintain or conceal the activities of one vampire for every 1001 mortals - a phenomenon referred to as the Rule of 1001 Nights."

But it doesn't help that the writers are often really vague as to how big (or small) cities actually are. I believe Constantinople by Night states that the city had a million inhabitants at one point whereas, in reality, it probably didn't surpass 100,000 until the modern era.
