A Tzimisce or Malkavia who has the stereotype flaw.

    Stereotype (2pt. Flaw)
You buy heavily into all of the vampire stories you’ve read and heard. You wear a cape or body glitter, speak with an accent, and otherwise act in a cartoonish fashion. Such behavior is embarrassing in the extreme to other Kindred, who are likely to ostracize or mock you (+2 difficulty to Social rolls with other vampires who don’t share your habits). You also stand out to hunters.

In terms of Disciplines I would guess he has Celerity Fortitude, Protean and Dominate. And he probably learned some Movement of the Mind Path of Thaumaturgy. Also I would guess he was a pretty high Humanity like 7 or perhaps 8.

        He'd be a Marauder.

Overall I'd say Tremere. He seems to be an example of the Vampire-As-Dark-Wizard archetype that spawned the Tremere.

A master keeper of Elysium. He is so good at it even other Supernaturals respect it. That's rather his key point He has a gathering where all the Monster can put asside their differences and not kill eachother.

Outside the setup that the setting as a whole? I mean, you could make a parody WoD that plays everything (or a lot of material usually addressed with far greater gravity) for laughs, but it'd be set up very differently from HT.

Honestly while the silly of it is a thing, the idea of a super powerful being who offers a proper neutral ground for various supernaturals(Like the continental in John Wick) would work. Its really just an expansion of the idea of Elysium.

Now getting Fera to buy into it would be the issue but they can apparently play nice in Asia so...

Well... it would be somehow like The Midnight Circus... minus the infernal paths...

You forgot the quotes on "nice". Because Garou and Khan still tear apart Devil-Tigers who are getting to be a problem to them. And it's not just Garou and Fera who deal with others harshly, either; the Hungry Dead will filet alive mages who make the slightest breach of etiquette, cook them, and send their exquisitely-prepared remains back to the rest of the chantry as a warning.

I Mean nice like "won't murder them at court might murder them walking outside.." and yeah a mouth Mage is going to end up being filetted but so would a mouthy Wan Kuei. But we are drifting.

Honestly an Old clan Tzim "FEELS" like they should be the one to make the neutral "True" Elysium based on "I offer all my hospitality as they bring no war" but since Koldunism feels Infernallite or at least especially wyrmy it may not be the best method for backing things up. A powerful SIochain(sp) might be better setup, I guess one could just declare a 4th gen doing it that would be scary enough to get most people to try and work their way around it.. maybe..

                          A cartoon?

What is tolerance? It is the consequence of humanity. We are all formed of frailty and error; let us pardon reciprocally each other's folly. That is the first law of nature.
                          Voltaire, "Tolerance" (1764)

I think they will probably feed them to the Chi-Mei, while sending back to the chantry only some important part (like the head)

Now the John Wick as Vampire translation is awesome. He even has the Celerity-Obfuscate-Quietus sort of spread in the movie. An infamous Assamite comes out of humane retirement when his morality pet is killed. Who will survive, and what will be left of them?
