Ghouls: Fatal Addiction page 50, in the domitors section it speaks about how since the Tremere already have several forms of thaumaturgicaly created minions and Gargoyles, they are very hesitant to create ghouls, and due to how many clan secrets a ghoul could potentially spill, you need permission to make one.

As for the affects of having some one elses blood in your system, but haven't spent it yet, yes that can count as a magical link. I suggest you reread both the Blood Magic: The Secrets of Thaumaturgy (specifically the sections on Contagion and magical links) and Blood Sacrifice the thaumaturgy companion.

Last I checked, the schism resulted in a sizable group joining the Sabbat, not the Camarilla, hence the Assamite Antitribu.
