Blood Rousing While In Frenzy [V5}

Since hunger can't go higher than 5 does that mean a vampire in hunger frenzy doesn't need to rouse the blood to use their physical disciplines?

You can't intentionally rouse the blood when at hunger 5, the only exception is if an outside factor forces a rouse check (211).

You can Hunger Frenzy for reasons other than being at Hunger 5. Being at Hunger 4 and smelling/tasting blood will do it for example. Or you might have used the 5-dot Golconda Loresheet ability and you could be at any Hunger and still Frenzying. But if you're talking about being at Hunger 5 and Frenzying as a result, then you will be unable to use any ability that requires a Rouse check because you cannot Rouse at Hunger 5. You are effectively out of blood.

It's not about Frenzy, it's about Hunger. If you are at Hunger 5 then you cannot activate any powers that require a Rouse check. If you're Frenzying then you can still use physical Disciplines, but not if you're at Hunger 5.
