Disciplines whilst in torpor (Rev)

Greetings all,

Unless I'm seriously overlooking it, it's not clear to me which powers can be used whilst in torpor.
It's clear that no blood can be spent and only mental disciplines apply.

Specifically allowed are:

Auspex 6: The dreaming
Auspex 9: False slumber
Dominate 7: Strings of the marionette

What about Presence, Dementation, Obfuscate?
(any power that does not require blood spent and no physical interaction)

Are they by default not allowed because it's not specifically mentioned?
ST's decision?

Also can you spend willpower?

If you're willing to go beyond revised, there is Pulse of the City in the V20 core (and in revised's Guide to the Camarilla), and A Perfect World in Guide to the High Clans (DAV). Both are Presence 9 powers. Pulse of the City requires expenditure of willpower to enact.

I'm pretty sure at least certain levels of animalism could be. I also think summon can be used. I think there are several powers which could theoretically be used, but they have conditions which couldn't practically be met, such as dominate requiring eye contact.
