The best part of Thin Bloods being a threat is that its an entirely self-inflicted one by other vampires, as ToTB and the Week of Nightmares demonstrated. As Reasor said, its almost as if vampirism is a curse, and it always seems to find new and inventive ways to kick the undead in the backside with that fact.

That said, Thin Bloods being a danger (in a military sense) would require effective leadership and organization to achieve, and that seems to be something they're not really geared to aim for (any more than Anarchs are.)

They're not intrinsically against it, and the modern world makes it ever easier to organize around ideas and goals. Survivor is a pretty natural goal, and it would make sense for them to start coordinating some things and sharing information to achieve it. They also have less to loose when taking bold actions, like breaching the Masquerade.
