At its core, Pure Breed is simply about a Garou ‘genetically’ being the most Garousihly Garou she can be. Ignore the bits about tribe etc. for other shapeshifters, just give them a Pure Breed equivalent based on their Auspice or Breed or whatever seems most appropriate for that Fera.

For example, Gurahl could be based on Tribes, while Ratkin judge whether someone is ‘Pure Bred’ based on Aspect. (Phil here embodies the Tunnel Runners better than any other rat for six generations.)

Oh, I get the idea behind Pure Breed, I've played Silver Fangs for years , so maybe that colors my opinion on it somewhat. The methodical breeding for the trait doesn't seem to be something the other Breeds worry too much about, or possibly even have enough of a population, to have it be a factor.

They may not care about striving for it, or copying the Silver Fangs to select for it, but for those Fera where the Background is available, sometimes random chance (of blood and spirit) will just produce someone who is a more Pure embodiment of Gaia’s role for the Breed. Then her fellow shapeshifters can’t help but notice and follow their instincts, even if the Changing Breed technically doesn’t follow it at all.

Except that for Garou, lose PB if you switch tribes, so it seems far, far more tied to the tribal totem than anything else. Which doesn't translate well at all to other changers, as while Gurahl have tribes and Mokole have streams, Gurahl don't have tribal totems, and Mokole don't have stream totems. Mokole also have highly varied Archid forms, so it seems like PB might not really have much of an effect on those at all.

(Also, Ratkin can't get PB at all, and their tribal equivalent are Plagues, not their Aspects. It seems that Rat, the totem, does not particularly care for PB.)

I think you’re ignoring the point, and focusing on minutiae.

I think that noting that Ratkin, among other Fera, can't have PB is rather important for a discussion about PB, especially since the Ratkin share a totem with the Bone Gnawers, who also can't have PB even if they're subjected to its influence. The Ananasi section even suggests that Ananasa herself removed the capacity for it from the werespiders, suggesting that spiritual influence can make or break it and that only spirits that care about it will have tribes or breeds that cultivate it.
