    Hello,

The main question: For what do you want to use this NPC?
If it's a prominent part of the story integrate it in multiple places. Use it as an unknown threat. Make the players belive it's a disease or wyrm-taint.

Start with small things (and don't forget to mention the victims waaay before they are victimised):
Once a vibrant personality gets gray and dull. A person, whom a character regulary meet, but have no strong relationship (a petite girl with a warm smile on the metro) commits suicide.

    Raise the stakes:
A Kinfolk family starts to get depressed and becomes clinicaly ill. Soon they are not able to do their rule. The local ultra-conservative wing starts to discuss they destruction before they spread the (inexplicable) taint.
Tha characters finds an Urrah (a BG perhaps) in Harano, It's spiritual powers depleted and he doesn't know how.

    Make it personal:
Friends', mentors start to get infected by the strange virus. Sympthoms come even in the safety of the Caers.
One of the character suffers bad dreams, becomes pale and sickly...

You can use multiple Kinfolk (brothers, twins, fater-and-son) of Soulstealing Kinfolk working in tandem, hunting down the local population anpowering themeselves. They could even have the Psychic Ritual (2p. ?) Merit, and have them a 5th level ritual what allows them to... Steal Gifts, Power, Youth, Body? Depleeting Chaerns? Steel spirits' power or charms? Eat the soul of infants?

Well, I may make a Chronicle of some knee deep BSD soulstealing sh*t...

How do you think Dancers will view Kin with Soulstealing?

Think they'd respect them as minions of eater of souls or be wary of them more as potentialy dangerous vipers?

Think they'd prefer Divination more as a numina pursued by their kinfolk? To help gather Intel? or decide it doesnt matter?

I think, both. Some of them would respect the power, but not the Kin, some of them would try to gut the unfurtunate one to prevent the power's usage on them. Some of them would not care, some would try to enslave and use the poor kin as a tool.

Divination is one of the Biggest Can O' Worms in the system and think it's usage should treated one-by-one and shouldn't make generalisation. It coul pose a great merit or be a huge harm. The BSD Kin can easily use it's power to turn traitor and could gain reason to do it.

oh Ideas on BSD Kin With Divination How to handle it in play their full blooded Dancer relatives now know this or that? or a better idea?

Oh think the Shadow Lords would tolerate some of their kin using Soul Stealing as long as they dont use it AGAINST gaian garou or Kin?

Just thought I know it's a stolen gift think Repress Taint would be learned by a few BSD Kinfolk who try infiltrating Gaian society

Thing is.... what happen's if they are seen through?

Any kinfolk who's learned a gift is a investment, even for Dancer's.

So I'd be very nervous about long term infiltration missions, as it seem's like a ticking bomb.
