There is nothing to suggest this is the case, much less make it explicit.

Nothing has explicitly Ranked him, but there's actually a lot to suggest it, I'm surprised you'd think otherwise. He's constantly referred to as the greatest of all Pangaeans from an out-world non-Uratha source, Pangaeans run the gamut of ranks from 3-10, and his death eradicated an entire dimension.

Pangeans don't necessarily run the entire ladder of 3 to 10. What is written is that Pangeans are at least Rank 3.
Similarly Rank is described in Werewolf: The Forsaken 2E to technically range from 1 to 10 but doesn't even have names for beings with Rank above 8. Mother Luna and Helios are mentioned as the best known Greater Ilusahim meaning they are Rank 8.

Edit: While unlikely I think it's possible that Urfarah exceeded all currently known spiritual beings, but in that case he'd "just" be Rank 9. There's no reason to put him two Ranks above everything else.

When the only Rank 9 entities on the books are speculative and this is a recurring thing I've had to point out to people? It's not that surprising.

He's constantly referred to as the greatest of all Pangaeans from an out-world non-Uratha source,
He's the Great Hunter and his children are the bane of all his kind. He doesn't have to be of a numerically higher Rank the next-strongest of his fellows to be the top dog.

Pangaeans run the gamut of ranks from 3-10,
They run the gamut of Ranks from 3 to "usually Rank 5 or more." So do the idigam, and you'll recall that Wolf didn't manage to kill the vast majority of them even without the express mythological limitations that let the Plague King and the Spinner Hag escape his jaws.

and his death eradicated an entire dimension.
So legend says, but legend also says that his death raised the Gauntlet and we can see that the beginnings of the Gauntlet pre-date the fall of Pangaea.

He maintained the place and could not do so once he was dead, and the Marches were already on the decline at the time that multiple different sects existed planning to restore him or replace him. We don't see the deathblow and we know for a fact that things in the Neolithic contradict the common beliefs of modern werewolves.

            Well back on topic....

Vampire: Everything changed for the Kindred of Boston on November 28, 1942. Mortals remember it as the Cocoanut Grove fire, but to the Carthians it was the night they liberated the city from the grip of the tyrannical Invictus and their stooges in the Ordo Dracul.
