At the very least, Magnitude 3 is where most Scars and Variations live vis-a-vis "this is the typical mechanical representation of how the thing works" and a Standing 3-5 conspiracy's scale (Regionally influential, or global but diffuse, or local but ubiquitous) fits well enough to most other gamelines' level of organizational reach. Depending on how far-ranging you want stuff to be, you can pick one of those three levels of concentration for the story's starting conspiracy and work from there re: much they have their hands in everything that's going on.
