Who can see through the Mask without actively using a power?

I have coming changeling NPC to our Werewolf game - question is simple - Do Uratha 'automatically' smell out the other monsters? Or do they need to declare it and roll some dicepool against their target?

That's more of a Werewolf question than a Changeling question.
