    [Shards] Conspiracy Ascendant

So, as a small take on setting shards for Hunter, how would you see/design one with one Conspiracy in control of the world? They are the undisputed masters of the shadows, able to bend governments to their will worldwide, and monsters tremble at their attention. Other Hunter organizations may or may not exist, but even if they do, they are niche and lesser that this one. How might the world look? How would this affect supernaturals? In what way would the Conspiracy itself change? How might it have secured such an advantage (improved Endowments, plot events, etc.)?

What would the world look like under a multi-national jackboot of Task Force: Valkyrie? Or everyone trembling before the Inquisition? Or The Cheiron Group dictating to the halls of power, while their harvesting squads scoop up any suspected supernaturals?

[Note: Splat-Specific Conspiracies like the Cainite Heresy and Knights of Saint George are acceptable, though may be harder to justify. Fan-groups are allowed, though please try to clue in unfamiliar readers as to how they operate. Compacts are possible, but need to be scaled up to a Conspiracy and given an Endowment to compete.]

So, how would a One World Order run by the Ascending Ones look?

The Magister's of the Economie have this as their ultimate goal.

A world under their control would be terrifying few un "Retired" Royal's" Left those left grudgingly cooperating with mosters seeing the MAgister's as a threat to their well being too.

Project Valkyrie would be seeking to weaponize monsters I think, anything to help America.

Heh. I was actually mentally working on a 1-2 combo for extreme TF:V...

    Surtr Orbital Cannon
Researchers with FORT found a swirling rift to what they described as a "a thermo-nuclear hell-dimension" caged in an overlapping field of containment wards. Only limited amounts of heat and light escape the confines of the field, reducing its practicality for power generation. When some tech momentarily disrupted one of the fields, however, part of the sphere became a circle, and everything along that vector was vaporized in nuclear fire.
After discovering how to open and contain new rifts, and perform controlled "containment breaches", Valkyrie was able to store the devices on satellites, where they can bathe up to about 800 meters of the Earths surface in a nuclear beam upon command.

The other component was something involving Transmutation research gleaned from Alchemists and Prometheans, that basically embedded a "material conversion" effect into a magnetic field. Namely, they found they could turn layers of the Earth's magnetic field into a Convert-Uranium/higher-elements-into-lower-less-reactive-elements shield that neutralizes nuclear ordinances. The Surtr weapon doesn't utilize nuclear material, so it is exempt.

It turns out that the REAL reason that the Bear Lodge wanted the Montana Lodge back was that it was a Cold-War era nuclear silo built by the Soviets (thus the "Bear" in their name. The Bear Lodge was the shadow government behind the Soviet Union). Once they reclaim it, they also reclaim their vast spy network and stockpile of WMDS. The real reason that the Soviet Union fell is that America went to Luna, the moon, giving them her blessing and causing her to send Werewolves after their greatest enemies. Once they reclaim it, they can finally initiate the final phase of "Operation: Hunter", were they come out of the shadows to seize power openly across the world (even in the supernatural community).

    See? Perfectly logical.

And those are some neat artifacts. Maybe a bit cheap dot-wise, for how potent they are . I could see The Duplicator making a cool Mcguffin for an AKD group, or even for an enemy of the AKD to find and destroy/capture.

Now they can respond to every threat by sending ten guys with laser spear attachments on their rifles, with literal legions of artifact-armed soldiers. Their new resources give them the ability to "collect 'em all", capturing massive amounts of artifacts with few slipping through their fingers. Supernaturals capable of creating artifacts would be captured and put to work, willingly or no, insuring that they have enough fancy tools for all their police officers and soldiers. Finding or creating a series of artifacts that allow for easy Hunter/World Domination would certainly be top priority. Like a map that tracks certain supernaturals as if it was a satellite, severed hands that turn anything they touch into gold, or all those AMD they like storing but hate using. It would probably let them hit the "panic" button a bit more often for those hard-to-remove threats.

What kind of Relic would they use to accomplish that? Or keep the Arisen and their Utterances under wraps (pun intended)? Or suppress Mages?

    Maybe something like?

    The Duplicator (•••••)
The discovery of this Relic secured the Aegis Kai Doru's eventual triumph. This ornate mirror (unfortunately made of very distinguishable, unidentifiable materials), can actually do what was thought impossible - reliably create new Relics. More accurately, copy the powers of existing Relics to identical objects. With this, the Shield and the Spear have mass-produced their treasures and equipped entire armies of Hunters with the deadliest tools in their arsenal.
Cost: 1 Willpower dot per Relic dot (can be spread out among multiple contributors)
Effect: By placing a perfect facsimile of the Relic to be duplicated and the source Relic in view of the mirror, the powers of one Relic can be shared. The replica needs to be enough of a match that an observer cannot tell the difference between each one. By investing enough in the effort, the illusion becomes true and both objects now possess the same power.
Drawback: The powers are shared from the source. If the Relic that was the original is ever destroyed, all of its copies are likewise sundered. If The Duplicator is ever destroyed, then all copies lose their powers.

    Mandala of the Masses (•••••)
This sat inside a Labyrinth for decades. Scholars could detect the telltale traces of it being a Relic, but none could figure out how to activate it or what it's power was. So it was cataloged, boxed up, and forgotten. At least, until a drunken initiate knocked another Relic into the center of the mandala and poured out a heartfelt wish of protection for his fellows. It turns out, at that moment fellow Guardians were fighting a nest of Leeches, and suddenly all attacks against them were turned aside and the bloodsuckers burst into flame. Superiors reviewed the incident and went to check on the one Relic they knew which was capable of such magic. Where upon the heard the story of the shamefaced initiate, and began testing the Mandala.
Cost: 1 Willpower per Mile (can be paid by a group)
Effect: The powers of the Relic placed in the mandala can be extended to any number of specified targets over a number of miles. The initiator of Relic specifies recipients (which, sadly, cannot be supernatural - no blanket area purging) and the sharing of powers last for 24 hours or until the other Relic leaves the mandala.
Drawback: Those who have contributed to the mandala cannot benefit from its sharing powers.

    The Mirror of Hubris (•••)
This old brass hand mirror has depictions of Zeus, Hera, and the others of the Greek Pantheon. Guardians have often brought it into battle against particularly potent witches, as the mirror's power turns the failings of their own pride and overreach against them.
Cost: 1 Willpower to activate for a Scene
Effect: Whenever a Mage's spell would trigger Quiescence and Dissonance, the mirror reflects that back upon its source - the Sleeper's mind is unaffected, the Mage must roll Wisdom to unravel their own magic, and has their recollections fogged against their own power's use. Additionally, any Paradox released into the area that contains the mirror gets retroactively contained by the Mage, with them taking Resistant damage as normal for containing Paradox.

[Imagine applying The Mirror of Hubris's effect to all Sleepers in miles using the Mandala of the Masses. Suddenly, Mages dare not cast any spells around the norms, or risk burning out their own minds.]

I think that the Cheiron Group, in the form of Cheiron Global, are the most likely candidate for such a scenario- a business cooperate which hunts monsters for money, rip them apart and use them to make new monsters of their own, both as hunters and not. Their public face would be the well known pharmaceuticals company, but they would also have a full research and development division meant to produce new Taumatech (or even actual synthetic monsters made from the parts of others). They would also "lease" their Endowments for other hunters, under registration and contracts which would make it very hard for them to leave the conspiracy after joining. They would even sell their products for governmental agencies around the world, creating the "super soldiers" which it was talked about every once and awhile.

In sort, Cheiron Global would more or less be the same as always- only bigger, hungrier and far scarier. Some monsters may even cooperate with them for their strange enhancements (like giving a vampire the eyes of a witch, or transplanting a geist to a werewolf), or out of protection, and fear from their reach. As for how they secured their Endowment- quit simple. They have a patent on it- and their lawyers are just as intimidating as their hunters and hit-men. After all, how can you stop a lawyer with the tongue of a fey, the face of a demon and the mind of a slasher?
