Studying (kind of supernatural merit the mage focusses on), replicating supernatural effect with supernal magic and vice versa, etc. really can't say too much about the oblations without knowing the precise fluff behind the legacy.

It will be founded in game by a mage who had supernatural merits prior to awakening and is seeking to regain those powers by altering his souls to "reopen" the potential he once had as a mortal. It's going to be driven by study of the Coil of Zirnitra of the Ordo Dracul.

Then it could reasonably involve ordo draculesque oblations. Maybe blood transfers from supernatural merit users or straight up drinking it etc. Careful not getting yourself labeled lefthanded!

Temporal Summoning also can't undo death and had no limitation on affecting supernatural creatures in general even before the errata; getting any kind of persistent effect out of de-templating a monster with Rewrite History is guaranteed to risk Paradox unless your target has the good grace to stick around in a Demesne while you alter their past. This has been discussed.

As a general question of Doctrine: what do we mean when we say "potential"? What is the Legacy's perspective on the mortal capacity for supernatural alteration?

The founders theory as to why awakening caused him to lose his psychic abilities is that, through Awakening, the force of his soul gaining it's new supernal power caused the "channels" in his soul allowing the use of supernatural phenomena to "collapse". By reopening or making new channel's, he can regain this lost potential.

His perspective on mortals capacity for supernatural power is that it's weird they can do something an awakened mage cannot. Since there is no inherent biological diffrence, the abilities must reside in the soul.

By sharing research with the Ordo, who use the mystic potential of thier blood to reclaim this potential, he thought of a method to give hisself a sort of soul atavism.

Whether this is him actually reclaiming a lost potential or forging something new, who knows, but it worked.

I think a may have Status Ordo Dracul 1 be part of the prerequisites and have vampire blood be part of the initiation.

A legacy based on that may require a steady supply of Vitae to make its attainments function.

I do not plan on Vitae being an intrinsic part of the legacy attainment.

So what makes me wonder is: Why would a mage put himself into that position? It certainly sounds like a feasable way of doing it, but it also seems to have some serious downsides. No faith in any different approach working? The pull of the mysteries too strong to endure the wait?

It will absolutely be an Obsession. It will start with a, "That's weird, why'd that happen?" and become a, "Lets see what happens when is do this?"
