Nowhere does it say that Wards and Signs makes the subject Withstand other spells; it only ever states that spells cast on the subject are Withstood by Wards and Signs.

Wards and Signs does not provide the option for the mage to apply it selectively. But I think a Reach option and/or conjunctional Fate should be able to do that.

Even if the subject of Wards and Signs cannot waive the Withstand (which I don't believe to be true), Wards and Signs explicitly states it protects against hostile magic; a beneficial buff spell cast by the subject of Wards and Signs would certainly not be considered "hostile" to the subject of Wards and Signs.

Wards and Signs will not protect against any spells that grant bonuses unless the caster deliberately goes out of their way to do so. This could either mean a blanket defense against all spells ("the Abyss tainted puzzle box must NOT interact with any other Practices beyond Shielding or Veiling") or bonuses only (make the Pentacle mage impossible to buff).

One unorthodox application is to filter what spells can be used by Watchtower, such as only defending against those that come from the Sixth Watchtower (a great boon when hunting a Tremere) or those whose magic has no coherent Watchtower (like Scelestus). If your opponent's Path is from a Watchtower the cabal lacks, all the better.
