They would if they are convinced it will allow them to topple the regime. Viva la revolution.

Of course only if they are assured it works or if there to arrogant to think it would without backup

What can the offended party, (Prince or not) Do if it doesnt work?

If your the prince execute them grandly.

      if your not...

Deliver the offender staked to the prince in front of elysium

      explain what happened.

Blood hunts, lots of Blood hunts. As Posseur said this type of attack is one against the entire regime that the Prince have built up. He is very much has a justified reason of taking the entire Covenant and staking them to wait for the sun. For other vampires this brings the normal benefits of a Blood Hunt, that is appeal to the Prince by killing those that attacked his right to rule.

Edit: ah misread your question. If your not the Prince then that depends on exactly why they used Carthian Law on you. If your influential in the city and was a problem for the Movement sure he can go to the Prince for a complaint, whether the Prince would listen to you depends on how close you are to them. Most likely then not the offended vampire would still retaliate, tho he has to do so through his own means and influences.

If the vampire was given the Mandate because nobody liked him and he's a jerk, you would probably find the Prince agreeing with the Carthians.

Hmmmn would a prince be too much a fool to only call blood hunts on the '"Ringleader's" Let the rest go with a slap on the wrist?

I could see a Prince doing that to try and divide the Carthians up even more so than usual, and depending on the local Carthians it could work. I just think the issue would come from the Prince's own allies in the matter who might wish to see the Carthians crushed more thoroughly.

It can even get them in trouble with the Prince if the "Prince" is a Carthian.

Any prominent member of the Invictus or Crone is probably a major contribution to the city, estrangement or more of them is probably a risk to the upkeeping of the city even if that person is a tyrant.

so he might grudgingly apolagize for it, and offer up the offender staked for the agrieved party to do with as he pleases?

A Blood Hunt for the ringleaders for sure, maybe some other influential members when he's at it for good sports, but probably not the whole Covenant, unless the Carthians are really small and uninfluential compared to everyone else. The rest would probably get a more lenient punishment and after put under some surveillance.

It would be unlikely the Prince has that kind of power to strike against a whole Covenant, and even if she did, it would be unwise as fuck. Don't be only feared if you can be loved as well as that old Italian said.

Read the entirety of the prince

He also said that between the two if you have to choose its safer to be feared

but you must never be hated.

Oh just thought! given what freedomist's Carthian's are? would it be reasonable for an invictus or Circle prince to use the conditioning Charm, as opposed to a blood hunt, enslavement would go over even worse.

It's probably important to note that there is no one answer to any of this. It depends on the specific Domain; particularly the current political landscape there, and what powers and positions each Covenant holds, as well as the connections each individual vampire has. Maybe there's all of four Crones in the entire Domain, and they aren't particularly loved, but if they are using Cruac to work useful rituals for the Prince that he can't get otherwise (maybe the Lancea is too powerful to feel the need to help the Prince in the same way), the Prince may be inclined to use underhanded means to ensure his tool is protected.

It all depends on the political landscape.

Dominating someone else into doing the deed could work depending on which law it is.

                            just bite it?

I imagine an Invictus Tyrant would regard Carthian Law in the same fashion that a Camarilla Prince would regard an Anarch revolt.

"To hell with what the masses want, I fought long and hard to get this throne and I'm not giving it up because I lost a popularity contest!"

The Invictus Prince is not a member of the Carthians, so why should he give a rat's ass about Carthian Law?

As for what a Crone could do... you're aware they have blood magic, right?

                            Horrible... horrible blood magic!

The exact same thing they do when the Lancea tries to outlaw Cruac?

                            Continue to use it anyways!

Besides, outlawing Cruac wouldn't just piss off the Crone, it would piss off the entire Circle, and then you have a war on your hands!

Once the Carthians try to forbid the other covenants from practicing their more sacred traditions and rites, that's when they start becoming intolerable. I mean, how do you think the Ordo Dracul would respond if the Carthians told them to stop trying to achieve perfection, or if they told the Lancea Sanctum to stop performing biblical miracles?

thing is CArthian law has magical results mandate from the masses strips away blood potency.

Though I think it would do little in the long run but give the prince a free beat or two, and result in Carthians being reduced to ashes... or being blood bound and horribly abused.

which you think is better for propaganda?

Bare in mind that the over all population of vampires in any particular Domain is supposed to be extremely minuscule when compared to the over all population of humans. There might only be 4 Crones, but at the same time, there might only be 5 or 6 Carthians, and then you've got a Domain with a population of only 10 vampires, almost half of which have the power to unleash mystical surprise attacks on the other half. The 5 or 6 Carthians would also most likely be scattered around the city at the time this was happening and therefor be unable to coordinate a defensive strategy before they're purged from the area.
