In Requiem for Rome, it looks like a particularly nasty vampire by the name of Julius Senex took charge. He created a place in the center of his domain he called Elysium, and there was to be no violence there. Instead it was where vampires would gather and decide upon how to influence the city and its humans. Julius Senex has some nasty views about vampires that he is well aware of holding himself. So he believes setting up an institution that keeps them focused on things (a covenant, basically) they will last longer and not go to frenzied monstrousness. He falls to torpor and the other vampires carry on without him.
