I personally haven’t played anyone insane enough to think chopping themself up piecemeal is conducive to survival but I did have a Ventrue who obsessed over learning Protean simply to learn how to turn herself into a swarm of insects (she saw another kindred do it) and wanted to expand it and turn herself into a murder of crows so she can be in multiple places at once. (Only part of that goal is met.)

Individual context matters. In one setting, I’d say yes. Mostly because the Ordo Dracul is a real secret society in that chronicle, not a recognized covenant. In that particular instance, he would effectively be asking a fellow covenant member vs. an outsider for a boon.

In another setting, there would be a kindred ice skating party celebrating a frozen Friday in Hell before she would ask the multi covenant Dragon member for anything. For one (and most importantly) the multi covenant member Dragon is the Mysteries Oracle who cemented his reputation as a douchebag who screws everyone over at the first opportunity and his status within the Invictus is purely political, not meritocratic. Secondly, she already established cordial relationships with the kogaion, friendly relationships with the Axe Grandmaster and Dying Light Twilight Judge, and several coteries involved in different arcane and scientific projects around the city, some of whom are Dragons. If she got the idea in her head that it’s absolutely necessary to remove her heart and place it in a jar somewhere, she is actually more likely to call in boons and favors owed to simply get the requisite status for herself to learn it, get her childe (who is Unchained and the law clerk to the Twilight Judge) to obtain instruction in the process or (most likely) for the Twilight Judge to permit the city’s Meister of Medicine access to the relevant research materials to learn the procedure.

curious, lets try compiling the disciplines, and sorcery rituals that can be given out as gifts or used as leverage in negotiations?

The Theban sorcery Dhampir creation ritual can but the Cruac one cant sadly.

Theban Sorcery is good for gifts: Vitae Reliquary, Blessed Medallion (a ritual from Walking Shadows that basically stores a point of willpower in an object for a one-time-use boost later), Aaron's Rod, Apparition of the Host, Apple of Eden, Guiding Stars, even the Dead Sun for emergencies…there are a whole lot of rituals that make enchanted objects that other people can use.

Depends on whether or not boon trading and dispension is public information and whether or not the possession of the Devotion or ritual is something the owner wants to be made public knowledge. But pretty much any discipline power, ritual or devotion that can be cast on behalf of someone else or perform a service or protection to someone else is viable.
