I want to talk this association of Wolf-Blooded to Wolf and Moon:

The Wolf-Blooded who favor the spiritual side of things, those who can dance the line along the Hisil, who tempt or control spirits, are said to be children of Father Wolf. From birth onward, wolf children see things no one else can. Their wide, pale eyes trace movements over their mother’s shoulder while nursing, like someone is walking by, and send chills down mother’s spine. They’ll speak to no one at all before they’ll speak to other people, and sometimes they whisper things in words that sound so foreign to human ears that they must be possessed or demonic. Surely the connection between the “satanic” and the werewolf came from these Wolf-Blooded for this and many other reasons.

Curious Neolithic reversal of expectations notwithstanding, Luna's the werewolf progenitor who's associated with being a distant void-dwelling hunk of celestial stone and madness. Wolf's children being the more visceral and worldly of the two is a better fit given the direct relation of the Hunt to human experience.

It's nothing to do with spirit versus flesh save in the most abstract sense of external and internal strangeness and connected and isolated disturbance.

I think it's already been established that the People have more in common with humans than wolves. The social pack hierarchy observed, was simply our imposing primate social conventions to a non-primate. I believe this was touched upon in 2e, when discussing Alpha and Beta roles. So when looking at the Cosmology beliefs of the People, we should measure Father Wolf and Luna's impact to humans, not wolves.

Wolves who sat by our fires eventually became good guard dogs, responding to things we couldn't know. They see things we can't in the dark, they smell things we can't smell, they howl to the night without a necessary response. These are very mystical behaviors to humans simply focused on surviving and working the land.

The Moon affected our activity at night. On a fuller night, we could navigate more easily the spaces between fires. We could hunt and raid. Just as the tide would be pushed and pulled by the Moon, women's menstruation also seemed tied to the moon. As well as increased deviant activity of fellow humans meaning to do us harm.

From this perspective, it makes complete sense what is written in 2e.
