Do gifts/merits etc that provide armour or reduce damage work against silver?

The description of the weakness doesn't say otherwise and all the methods either involve a cost or constitute general armor that doesn't make aggravated damage stop being aggravated damage, so yes, probably.

I would say "yes," compare Changeling where Contracts explicitly don't protect against Cold Iron.
