Setting: You could call it... I don't know, from nWoD terminoly, a "shard" setting. You might like shards, you might not like shards.
Mechanics: The mechanics aren't that bad, it's basically each splat is a class to use on the d20 class based system instead of ST's freeform. If you just like playing d20 (and I gotta say I enjoy more d20 than ST) and wants to play those classes, it works.

I think the real problem with the book is that it tried to bring two new things to a gameline that has a very specific fanbase. Both another setting and a new system. If they tried...
