Because they judge the risk of initiative crash to not be worth doing damage....

We do agree on the not stacking of initiative, but the specific point we're disagreeing on is that you want them to stop them from withering attacks completely once they hit a certain point, while I want to remove the primary benefit of withering attacks but still allow the option. I don't agree with removing an option from the players. I don't presume to know your players, but I expect it's why you got such a kickback from your players on it. Nobody likes having an option taken away for being successful.

I was thinking on this subject more, about what to do when a player hits the...

Perhaps a person can't maintain a dominating control of the fight and will reset to base-or lose a large chunk of initiative-if they stay at maximum initiative for 3 turns, just like someone in crash will reset.

Or you can bring it up to the players about wanting to change they way they do battles. Exalted is all about the back and forth, not the massive splat after ten turns....

Chausse mentioned keeping them crashed, and that's what I was refuting.

As for it being smart to crash an opponent first, I agree and I mentioned that myself. Chausse seems to feel that is unthematic or meta gaming....

...that's not how it works. You can't keep someone in crash for longer than 3 turns. They will always reset to base after 3 turns, even if they've been driven to -50 initiative.

Or just say the guy is dead or defeated, he's been beaten so bad that he can't even fight anymore....

In my experience, yeah. They simply won't try to do any decisives until they've got 25-30i. They've always seemed to be afraid of dropping back down to 3i and eating a withering attack to crash them....

I wasn't thinking that you can't perform withering attacks, but that once you get to X initiative, gaining anything further simply vanishes. There'd still be value in trying to crash your opponent, so they couldn't defend very well against your max initiative decisive....

I wonder if homebrewing some sort of maximum initiative would stop players from trying to amass like 50i in order to oneshot an enemy Exalt instead of multiple decisives like the system intends....

    Entirely fair.

I would suggest that NPCs can understand initiative a little bit, in that when they are at low(<5) initiative they feel off balance and not in control, and at high(>10) initiative they feel things are going their way and they're controlling the fight....

It depends on how informed the NPCs are, but I'd have them launch decisives when they are about 10-14 initiative. Enough to almost guarantee dealing some lethal damage.

Nobody wants to play rocket tag again, where the first to land a decisive splats their enemy.
