  • It extremely doesn't. The current famines in South Sudan, Nigeria, Somalia, and Yemen are man-made. They are caused by ongoing wars and internal turmoil. "Give free food" is not a solution that can work. No amount of food will ever feed the people of South Sudan when the government stops the humanitarian aid and keeps the food.

    In fact, a strong argument can be made that all famines are man-made....

    It is deliberate v5 Core design for the dice pools to be squashed. Time of the Thin-Blood is the name of the game, and you are playing it. No one is a permanent superman now, though the high potency elders can still dish out some mean feats just with blood surges.

    The upside of this is that the PCs can be an interesting threat. No one is invulnerable now. You may be Critias or Helena or Tulley, but a team of homicidal bastards with shotguns will put you down and steal your shit. So there is more...

  • Conceptually, it would definitely be Fortitude. Fortitude 5, "Flesh of Marble" can do that.
    That said, the design of V5 Core is for vampires and their powers to be fairly low-key (see the sidebar about Celerity vampires not being able to outrun cars). So the kind of feat you want is an elder-level power. Which, admittedly, is what Fortitude 5 is.

  • While broadly speaking I'm for streamlining of VtM, the way this was done here was super rough. "Vampire necromancers who hate each other team up on the basis that they are vampire necromancers". What? Why are Samedi teaming up with the Giovanni, and not, for example, Followers of Set? They hate the Giovanni, and like Followers of Set. Why are Harbingers of Skulls teaming up with the Giovanni and not Lasombra? They hate the Giovanni and were already on the same team as clan Lasombra. Why are Nagaraja teaming up with any of these? Aside from being necromancers they don't even have any...

  • IMHO, this is much more of a problem with Oblivion's design than with the "swap a discipline to make a bloodline". Signature powers got shoved into Oblivion Rituals, which are gated by Oblivion Powers, which are frequently Amalgams. So you have a nesting doll of restrictions that leads to there being One True Build for ghost giovannis and such....

  • That's because there is nothing like that in the loresheets. Before the write-up of Oblivion, there is a sidebar that presents as an optional rule an option to swap one of the disciplines for a 'bloodline' discipline. For example, the Giovanni swapping Auspex for Dominate and Nagaraja swapping Fortitude for Dominate. Note - this is an optional rule and using it will break some of the 'singature' disciplines that got shoved into Amalgams. For instance - the Giovanni without Auspex will suck at doing ghost necromancy and Nagaraja without Fortitude can't get the ghost-eating power....

  • My headcanon that I will defend to death is that Cappadocius absolutely ate shit and died. Whatever plan he had, whatever preparations he had - he was wrong. He died, and he became a zero xp ghost like everyone else who dies, and then he either learned his lesson and moved on or is living the glorious life of a Stygian spitoon.

    IMHO, Dio is absurdly powerful by PC standards, but not so much by NPC standards. He's basically "Disciplines: Yes", which is what a lot of VtM elders are already are. His most unusual trick is The World, which is generally a trick reserved for a couple trujah methuselahs. But, we can consider The World to be a spirit familiar instead, and suddenly Dio becomes about equal to Dracula and other elders of similar level who shoved a ton of xp into thaumaturgy and necromancy.

    So overall, I think Dio is a solid elder level threat that would shake up the local politics and be hard...
