When we use numbers and dices there is not such a thing as impossible. I remember a mortal with no combat skills who took out an 8 Generation Brujah during a brawl. Or 13 Generation Gangrel who first was attacked by Lupines and killed 3 of them, making other 2 run away with tails between their legs, and other time stopped a Sabbat pack, killing 6 of them, sending to torpor...

All of the Unfortunates come to Erebus in their own way. The Rite of the Silver Forge forces some to Erebus. Many succumb to the temptation of the Deal. Others volountairly come to purge themselves of the taint of the Wyrm or to repent. (...)"

I think that the second option is highly unlikely. If they think about beheading him they rather won't wait for an oportunity to arise e. g. a battle. It would be too risky. They will rather kill him outright.

I also think that throwing someone past the Cerberus is shallow. Even for Garou. Plus, if the lunatic unties himself and don't accept the Deal he could walk back as easily as he goes in....

As far as I know Rite of the Silver Forge is reserved only for the most vile criminals who otherwise would escaped punishment (as in the story I mentioned above). On other cases there are many other rites: The Hunt, Gaia's Vengeful Teeth or Rite of the Shattered Soul (which IMHO is stupid, cause it only adds more soldiers for Wyrm instead of allowing the fallen one to reborn in a more noble form). I also doubt that any of the sept leaders would risk an entire pack's lives to escort one Garou to Erebus (considering also that they also could accept the Deal and condemned themselves). I think those...

Of course the taint isn't relevant for Erebus. But this "impurity" is rather an other Garou's opinion about this unfortunate, not the corruption of the soul per se. So Erebus can't help him. As for tying him up and throw him inside I think it won't work that way, because in that case Rite of the Silver Forge would be ridiculous. I think that Cerberus also would ignore him, as he is not one of the convicts. Of course, there's also the Deal, but the guards aren't forceful in that matter. They cannot force you to accept it, only tempt. Besides, using rope (even a fetish one) to put someone...

Of course it could indicate impurity. The problem is that he is not tainted. Only wrong in the head. Remember that there are only two ways to punish someone in Erebus: losing The Deal or Rite of the Silver Forge. The first one requires the character's presence in Erebus (I doubt that he will go there volountarily) the second one is reserved for the biggest sinner who otherwise escaped the punishment (I know only 2 characters who ended there, one is Wyrm Eater, Uktena from a short introduction story in Erebus part of Umbra: The Velvet Shadow 1st edition, the second one is Spike Stealer, an Iron...

They can't do that. First of all Erebus is for sinners who should be punished and cleansed, not for lunatics. He didn't do something wrong so he cannot be send there. Second it's not a Garou decision for how long the punished will be kept there. It's Charyss, the ruler of the realm, who decides if the sinner is cleansed.

Unfortunately, Valkenburg Foundation is also out of question. I thought it was established in the 80's of XIX century. But my "spider sense" was tingling so I checked. I was wrong: the first entry in Valkenburg's journal is 20 January 1913....

I think from my experience that there are many ways to handle it:
    1. Most traditional Garou will likely try to eliminate him as weak (as Litany says, read Valkenburg Foundation opening story as an inspiration).
    2. It will severly hits his Renown (ignoring the wolf part of the nature).
So most likely he will be an Omega in his pack (somebody has to).
    Resolution of this problem
    1. Valkenburg Foundation (some sort of an asylum for deranged garou).
    2. Powerful entity with mind altering abilities could help (as Mage with Mind Sphere mentioned above could help). Of...
