  • Consider that the vast majority of time spent learning to do something is time spent almost-but-not-quite doing the thing you want to do. Consider also that everything another person might do in front of me is something that I can theoretically, with enough time, training, and talent, do at least semi-competently. In observing, I can begin to theorize how it's done because every human capability is one of my capabilities, barring physical barriers to success.

    ​So every person with Dragon-Blooded essence can understand on some level what it would take to, say, set their whispers...

  • It seems likely that various Exalted over the millennia would have thought that Dragon-Blooded should have that level of power, and would have tried to draw it out. Now, if it's possible and people just didn't know how, that's "setting breaking" in a way that could made for a good campaign hook. Otherwise, I think it works best as a benefit from an N/A Artifact or incredibly ambitious working.

    I don't have the full text myself, and even if I did, the version I had wouldn't be up to date. I don't even have the most up-to-date text on this chapter, so the paragraphs on specific heresies were new to me. I think you're likely to get a glimpse of the Intou heresy in one of the upcoming Dragon-Blooded manuscript previews, though....

    Reincarnation is a form of social mobility in the Immaculate Philosophy, but that mobility isn't only upward. According to this philosophy, Dragon-Blooded who fail to uphold their place as sacred pillars of society may fall from grace in later lives. Dragon-Blooded status in the next life is earned, over and over, not assured. I'd hazard a guess that some Dynasts assume that Lost Eggs are on the cusp of falling back to mortality in later incarnations.
