This is my update to witchfinder ritual rules, it still requires the book for reference and if you have any questions about reasons behind changes I can happily answer them

Hurt locker also has a small bit about making charms without needing supernatural merits (HL 62).

There is also HtV witchfinder but it would take some adjustments to bring up to 2e (I've worked one out I feel good about), the ritual magic in particular that allows one to preform magic with multiple participants is rather thematic.
