If you give a mouse the forbidden scrolls of Crumbling Cookie style...

If there are any roadblocks to teaching a student based on their level of cognitive functioning, First Knowledge's Grace will overcome them. It won't overcome physical restrictions, though, and the Storyteller may deem that there are some styles that a mouse of the sun is just physically incapable of using. However, beyond that, you could use First Knowledge's Grace in conjunction with Flowing Mind Prana to teach one Martial Arts....

  • The only situations that might apply to are animals with Legendary Size or Minuscule Size. In those cases, you still take their heart's blood, you just can't shift into their forms until you have the appropriate Charms....

You're correct that there's some incongruity between the anima banner penalty and the precise timing of the disguise mechanics. A reasonable alternative a Storyteller might employ is to have it give onlookers contesting the disguise a +3 dice bonus, rather than applying a penalty to the disguise....

  • As much as I understand the desire to extrapolate from available information, I'm not sure it's gonna produce any results here that are anywhere near accurate. The two books have had very different life cycles.

I think of all three of them as things that still exist in the setting, but it's too early to make any promises about any of them getting statted up....

    Too early to tell.

    I don't think it'd be a great fit....

It is not something that is very well known within the setting. Even a Lore 5 character probably doesn't know about it unless they had a specialized education that would be extremely rare in Creation, and even then, the precise details are hazy and often lost to history....

Hypnotic Tongue Technique is pretty explicit about it.
Characters who complete given tasks or take actions on the back of this Charm do not remember why they did such things or even that they were ordered to do them. A character may spend three Willpower to reject the Solar’s programming, but this also results in his completely for- getting the Solar’s attempt.

(which, by implication, means that if you successfully assert your Resolve, you remember the Solar flashing her Caste Mark at you)...

Successful disengage takes you from short to medium. Then, if they pursue and get to short, you go back to medium....

It lets you move away from them, and then if they pursue you, take another reflexive move away from them, like with a normal disengage....

It depends. Some Psyche effects conceal their presence; others are obtrusive. Based on the description of Twisted Words Technique, I don't think it's the obtrusive kind - Zorro tells Annie, "hey, watch what you say to Englebert, he's a no-good schemer," but the way he says that - his word choice, his inflection, his body language - conveys a subtle mental compulsion that causes Annie to believe the opposite of what he said....

It's up to the Storyteller how that scenario works. I'd personally have it summon another demon of the same circle with a similar skill set....

    No.

I think Fleet Dreaming Image should be read as an exception to that general rule....

There's no method for resolving this prescribed in the core. My recommendation is that if who-declares-first starts holding up the game, coin flip it....

Because when you're a shapeshifting culture hero who's a master of animal transformations, transforming other people into beastfolk is squarely in your bailiwick.

It wouldn't be a huge issue....

Still 7. The Lunars book will address it in greater detail than the Antagonists chapter....
