    As well as Dash there's a third traitor, Archer, in the town square, Medium range to the inn and siege engines.

    When you Disengage down the hill, you're now Short range from Dash and one range band closer to Archer, and when Dash follows you, you can Reflexively move into Close with Archer.

    Again, you shouldn't get faster when you add more enemies.

    It really is neater just to accept that you can move two range bands in a round if you use up your Combat Action to do it, and you're not cheesing your way around the combat mechanics. IMHO. YMMV....

    I've editted to be more clear that Rush doesn't move you twice.

    Rushing out of embattled is kinda weird though. Especially looking at the Deeb Charmset. So I've editted that too.

    Like Scavenger Son's healing flowers which they are an upgrade of, I'm pretty sure they don't appear in 2E.

    I'm pretty sure I'd handle it as an Artifact.

    But it's bestowing a power, Celestial 2. Power is transferable, Celestial 3. Really, it's three powers, Solar 1. And you want it growing new copies in your manse, Solar 2. You specifically want it as a flower? Finesse 5.

    (If you just want to give one mortal Exalted Healing, that's Celestial 2 and the flower is a neat little side effect.)

    So I don't know OPs scenario. But I picture something like this.

    The PCs want to defend a town. At the top of the town, on a hill are siege engines. The siege engines are at Long range from the enemy army on the plains, firing down at them. PC-1 is with the siege engines, co-ordinating the barrage.

    The enemy army double moving towards the siege engines is utter cheese and should not be allowed (absent Charms).

    Roughly the same distance away, down the hill, across the town and in an inn, PC-2 is drawing up battleplans when suddenly a traitor sets off explosives,...

    Hmm.

    Say I want to build a dam. There's not much more I can do than to plan the project. And I might plan it really well. I roll 100 successes.

    But that doesn't tell me what I don't know.

    I don't know if the people I'm relying on for wood are going to be attacked by the undead. I don't know that the land I plan on flooding is protected by powerful gods. I don't know that there's a First Age city under the river.

    With 100 successes, I could plan for all these contingencies... if I want to pay for all these contingencies. I'm cognisant enough of...

    For someone standing still is a balance concern, DrLoveMonkey has already laid that out in full.

    Running really fast towards scenery... so long as you're not trying to cheese the system, this is explicitly a house rule and not RAW, I don't see the issue with double moving. Not canon, absolutely. But it doesn't break anything....

    Right. Which is moving twice.

    The devs clarified that you only can't use the Reflexive Move (movement action) when embattled, so I guess Rushing works?

    I really don't know about this one. Charms which move you, just move you. No need to Disengage. Rush... I really don't know.

    Rush lets you move two range bands (one Reflexively, one as your combat action when the other party moves away). So as long as you're not running toward or away from an opponent, I don't think it's unbalanced to trade a combat action to move another range band.

    I certainly wouldn't let them move THREE range bands. And if you're going towards a fleeing or away from a pursuing opponent then that's clearly unbalanced. But crossing scenery to get stuck in to the action quicker is firmly hand-wavium territory. If you can sprint two range bands towards an archer you can sprint two range...

    Ice Zombies.

    I know, you don't want Ice Zombies. But you can make them cool. It's the end of the world. There are mass dead. The Silver Prince works out of the North. Fey have found their ravaged slaves have died and have put their bodies to good use. Hungry Ghosts seek out sources of warmth, returning to ice frozen bodies in the day. You can have factions of undead vying with each other. Normal ghosts just trying to survive. Gives you that "society" edge -- side with the powerful Deathknight, accepting the North is lost...

    Yes, if you want to introduce a Diolkos type rail system to your city-state that would be a brilliant, in theme, advancement of technology.

    On the Artifact scale, you could even go right ahead with your idea of having Elementals pull and push things along the rails -- perhaps even by driving pistons inside an engine. But you're the one undertaking a Superior Project for each engine, and you're the one Summoning new Elementals each month... and you're the miracle worker the locals fear, mistrust and report to the Wyld Hunt. There are no armies of thaumaturges in 3E, and the Elementals...

    Sounds like an artifact. 2E, repair a Factory Cathedral and you can probably find blueprints for your magic car and run them off an automated assembly line.

    3E is a Bronze Age game. Advancing technology means inventing barley beer, steel and democracy....

    In 1E and 2E it's a basic anima power. Spend 1m to light up. Not a Charm.

    In 3E you can only make your Castemark appear for 1m. I guess lighting up could be a Charm. Or you could just burn 5m to get to Glowing. Until you made this post I didn't even realise you couldn't light up as a basic anima power anymore....

    And Heavenly Guardian Defence needs a weapon and has a Flaw of Invulnerablity -- it's beatable too but still broken as a free permenant Charm.

    Are you faster than your enemies, and do you have ranged attacks?

    If so, still broken.

    In play, it's fixable. Force fights close quarters and blocked lines of sight (like in dungeons). Give the PCs reasons to stay put. But it's powerful....

    So long as you realize this is horribly broken. Like massively, horribly broken beyond any hope of saving (unless the speed doesn't stack with other sources and turns off in combat, maybe -- even then).

    Cannoicly, an Eclipse-oid (I did it with an Essence 10 Fiend) can reach a max speed of 1920 Yards Per Tick on a Reflexive Flying Dash (that's 3927MPH and a little over Mach 5, or 26 yards/tick walking which shenningans into 106 miles per hour indefinite marching speed, or 548mph indefinite running). So (Post Crisis Wally) Flash speed is possible 2E RAW... but it's hard.

    ISoB provides Natural Soak but counts as Medium Armor. It doesn't stack with armor (outside of the Control Spell benefit).
