Anything he can do to delay the Cynis military response might be helpful - surely there are supplies they'll need traveling through the Imperial City, and they'll need ships to bring more troops north, and... well, plenty of stuff that might go through the Thousand Scales. I'm sure Quelaana would appreciate not having more legions dumped on her back.

Crap. Apparently essence is the one place Dragonblooded have an XP advantage over Solars. Just use the Dragonblooded costs for Essence. The Charms will stay at the Solar costs.

They do? I've always read the Solar XP cost to be (8 * Current Rating), compared to DB's (10 * Current Rating). Where's the advantage?

I make the assumption that it's "current rating" rather than "new rating" for a couple of reasons, most important of which is that almost every other splat book is explicit about being current rating (Lunars, DBs, Fair Folk and Sidereals). But now that I investigate more... I can see arguments for both sides. Hm. I can't find an explicit answer in the Scroll of Errata.

Anyway, if it's actually going to be 30xp for Essence 4 rather than 24 as I'd assumed... I'm not sure how excited I am to keep saving up for that goal any more. >.>

That's how I've always read it as well. But then I reviewed a couple of the other books, and it's no longer so clear. >.>

Consider the Lunar XP table (MoEP: Lunars, pg. 233):

Trait	Cost	Training Times
Attribute	current rating x 4	(rating) months
Cast / Favored Attribute	current rating x 3	(current rating x 2) weeks

You can see in the training times that they're clearly using "rating" and "current rating" as different things. Which is super confusing! But it could be used to make an argument that "rating" means "new rating."

I wouldn't make that argument - I think this is mostly a dumb editing mistake, and don't trust WW's ability to use terms consistently across multiple years and different writers - but there it is.
