WFHW and The Realm do present more satrapies that are not rebellious or on the verge of rebellion than the previous editions, but keeping with Ex3s approach, they're often like a paragraph each. I do think it's a more nuanced presentation, but it's been done with a show don't tell approach. The Immaculate Order chapter in the Realm actually has the most nuance, casting the Order as one aspect of the Realm that really does push to make things better for the common people.
