The Ichnam
Laws are laws. They are what they are - immutably mutable, a set of rules set to perpetuate the rule of those on top. They are a human thing... or are they? Did hairless monkeys who think they're so clever to have discovered fire and knives and waste disposal, do you really believe that law sprang directly from them, unpatterned on any deeper pattern?The Ichnam
The Ichnam know. They know. The law is defined in the furnace of their lungs and the lens of their mind's eyes.

Proclamation of Pointless Laws
At any time, the Ichnam may reflexively spend one Willpower and declare a rule aloud - for the remainder of the scene, all other mortals present react as if the stated rule was a law. If, for example, the Ichnam declared public nudity mandated by the city, law-abiding citizens would strip down and treat clothed people as criminals. This... capability... does not function if the law is in direct conflict with an actual law; additionally, it doesn't force anyone to take action, they merely assume that the Ichnam's announcement was just some obscure law that they hadn't previously heard of.
Legal Immunity
An Ichnam's actions are always considered to be outside the jurisdiction of any legal body that attempts to prosecute them. This protection is immediately apparent to any lawmaker or lawkeeper that sees them; this can cause Breaking Points if the juxtaposition between the Ichnam's actions and their apparent legality is too great. If it ever becomes relevant, any supernatural ability that manipulates, extrapolates, or otherwise uses the law is also entirely ineffectual with respect to the Ichnam - they're simply not an eligible target.
A starting Ichnam possesses Legal Immunity and the Proclamation of Pointless Laws. They also possess the Virtuous (Law-Abiding) merit.
