So on the latest game session one of my new player had Wolf-Blooded character. He has Shadow Twin Tell - but for story reasons - I killed his twin in Hisil when character switched realms. With dead twin - the Tell is useless. But then what to do with character? As ST - should I made him 'evolve' and develop new Tell in place of 'lost' one? If yes - maybe you can point some Tells thematically related to Shadow Twin, so development would be more 'logical'.

How did it die? It was a plot-scripted death? If not, just make the twin appear alive again next night like if nothing happened. Tells are weird that way and is a good mystery to throw at them.
EDIT: Better still, treat the twin as a spirit that was discorporated and will eventually reform next to its fetter, the PC.

1. What stats will have Twin as spirit? Just makes PCs Attributes in to average Power, Finesses and Resistance and go from there?
2. How Wolf-Blooded can collect Essence for it's Shadow Twin? WHAT kind of Essence should it be, of what Resonance?

I don’t think you’d need to stat up the Twin as an actual spirit, though. Just say it’s a pseudo-spirit of some sort, with details just close enough for the story’s needs. (In this case, discorporation)
If stats are needed, I recommend Rank 1-2, since a human soul is apparently Rank 2 and a Shadow Twin doesn’t sound like a ‘whole’ soul.

Since it's a twin linked to the Wolf-Blooded character, just use the character's Health as Corpus, if you don't want to just have the twin show up when it's dramatically appropriate like 21C Hermit suggested.

Okay, I will go with Health = Corpus route, to make player wait sometime for reemerging of his Shadow Twin. Till this day I describe the feeling as missing the limb - limb that is not on your body, but much more, in your soul.I will mark each day slowly return of 'feeling the limb'. as Essence will build up in PC.
But we still do not have answer to second question...

Even if PCs enter the Shadow through the Gauntlet at the same point (a reflective surface, Waystone Wolf-Blooded, or a locus), the PCs are not guaranteed to actually make it through at the same place or even the same time, or even at all. Your player's Shadow Twin isn't necessarily going to poof into the realm imprisoned, regardless of your PC being imprisoned. It isn't like a multiple personality. They don't share the same space. It could happen, if your Shadow Twin were constantly being tugged around to the approximate places in the Shadow, but that would be a failure of the game mechanics if your PC (not in the Shadow) were to accidentally waltz their Shadow Twin into the maw of a particularly nasty spirit, completely without player awareness. As such, it is ST's responsibility to think of these things in light of an absence of rules related to the Shadow Twin tell.
Given that there is a missing Shadow Twin that has discorporated, a Waystone tell may be appropriate until their Shadow Twin regains Corpus, in addition to perhaps awarding a bonus tell to bleed an Essence (or Willpower) that only the Shadow Twin recognizes and can feed off of, until the Shadow Twin reforms. Consider the Open Condition as well. With these two tells and condition, it will create a disincentive to use their Shadow Twin as a punching bag as without their Shadow Twin's Corpus, the PC's life will become a living hell dealing with spirits looking for a free ride. Additionally, they may end up stuck in the Shadow, or "Caught" in the Gauntlet, and unsure in some cases of how to return.
