In short I love this, it will save alot of trouble for me when making my own game.
In regards to shifters breeding I'd say that if they are both equal then I'll roll a die to see what race the child gets, or if one side can be argued to be "stronger" like higher "Primal Urge", a more shifters in the near lineage etc. than the child will belong to that race. That's how I'll do it anyway.

One way that always irked me about changing breed was how insanely powerful as good as everything in there was compared to an uratha. IF you had the right powers from the book you could do almost everything an uratha could do and were better at that thanks to way higher stats (given with the background that they should hunt almost everything it was almost a joke how weak even a pack of them was compared to some of the changers in the book).
Thus the question is are the uratha the limit or are the others as strong / stronger (one should not forget that some of these species like lions also tend to move around in packs as wolves do).

My main problem with Changing Breeds was the assumption that almost every type of animal had a shapeshifting breed. I like my shapeshifters to be somewhat rare, for example Werewolves and maybe a few other types that are preferably more than reskinned Werewolves for other animal types. So the idea of Changing Breeds as some sort of canon does not appeal to me, but I'll grant that it has some toolbox uses.

The Lunacy caused by members of this tribe never inflicts the Atavism Condition, but instead may inflict the Awestruck Condition, which in this case lasts a number of days equal to the Feral’s Primal Urge, unless they meet the Condition’s Beat requirement.

Honestly, my biggest beef with Changing Breeds was the ever-pressent Eco-Nazi mentality that seemed to permeate every fiber of the book. It seemed like the bloody thing had been written by a Green Peace activist inbetween smoking lethal amounts of pod and throwing red paint at expensive fur-coats.
I am not at all opposed to there being vastly more powerful shifter than the Uratha nor that there are shifter of every variety. Why should wolves be special? Whats so special about the canines? And why should a wolf - an animal that can be slain by an unarmed moderately physically fit adult human - be even close to as powerful as a Lion-Man, Tiger-Man or especially an Elephant-Man?
Surely, the wolves only advantage is their numbers.

Please don't compare Nazis to anything other than Nazis.
It's presented from an eco-terrorist viewpoint for a reason, mainly so as not to step on Werewolf's toes the way the Fera did the Garou. It may not be your thing (it wasn't mine) but there was a major theme from the cWoD that wasn't covered by nWoD and CB was the chance to fill that niche. Unfortunately the execution was pretty bad from a mechanical standpoint, it also needed significantly more page count to properly flesh out the breeds. You learn more from your failures and all that.
