I think there's some merits for lashing out in None More Dark's works, and they're high quality works but I probably wouldn't get them just for that. But if you already have them Wild Hunt Gangrel has a merit you probably want if your storyteller will allow it....

You can, but note that optimizing for lashing out is pretty difficult, and you have to optimize because if you fail you spent your action giving yourself a penalty. But if you do focus on it, you can get good benefits from it. Make sure to check out the Gangrel Bloodline Onyx Path published, they're all about lashing out.

It's not strictly a rules issue. Remember there is no unified Forsaken Nation like the Garou Nation. If no one knows cannibalism happened except the person's own pack then their elodoth can set their punishment and they don't automatically have to involve anyone else. On the flip side of you eat an elder Forsaken's face in front of 5 different packs you will likely be held responsible by those same packs.
I do wish it had gone more into exile as a punishment. Like I get if the Elodoth has the Cahalith inform the lunes you're screwed but if they don't then the exile can probably find...

It's strikes me now that you mention it, it seems like Bale Hounds are supposed to be "the worst" of the Uratha, yet so many of the Forsaken institutions are build around the same things, like cannibalism. Lodge of the Field is all about it, Eaters of the Dead are commanded to engage in it if they kill a human (or anything else that counts), Ghost Wolf Devourers focus on it, it could be the breaking point a ghost wolf tyrant uses, etc. I mean I guess, technically, those are all ghost wolf things and ghost wolves can be Forsaken or Pure, but Ghost Wolves always just strike me as generally...

You're welcome to talk about house ruling stuff all you want, but I do want to point out that by the rules Uratha's natural weapons do not deal lethal damage to vampires, their bite deals lethal damage to vampires, and not just vampires but all creatures vulnerable to mystical damage so it is extended to splats that downgrade "mundane damage"....

The pure have their own version of the Oath of the Moon and it does indeed forbid cannibalism. The Oaths also forbids the murder of other Uratha to begin with, no matter if cannibalism is involved or not. The book even calls out that while there is much discussion about the differences between killing and murder that any killing of Uratha is a sin against harmony. But also don't forget, there's an entire tribe who have other Uratha as their favored enemy.
Also, Uratha do not "descend to madness" for breaking the Oath of the Moon (or the pure equivalent) instead they have...

A lodge obsessed with spiritual transcendence and essence gaining seems like they should have lodge sorcery as a merit. Lycan-Ur especially feels like he needs influence: Hunger that Chris gave him.
If I were to do a post for him I think I would go a different route, he'd be an imposter, probably a balehound or a devourer trying to lead the lodge into corruption....

How much is known in your CoD?
Obviously the Masquerade is in place but there's a lot of wiggle room between a shattered Masquerade and no one knowing anything. So does the general public know anything about anything in your world?
This question brought to you by the movie Samaritan and the news articles mentioning random people having amazing regenerative abilities and the like....

Page 132 under strange mementos, "Sin-Eaters who collect many Mementos with the same Key can use them to unlock several Haunts with that Key simultaneously taking full advantage of resonance to combine multiple potent effects"
I'm just unsure if that means "in the same action" or if it means "you can have boneyard unlocked with the key, then use the same key from a different memento to unlock caul a turn later, and then the turn after that use yet another memento to unlock rage." I have a minor quibble with the use of the word simultaneously being...

I know as a general thing you're not supposed to be able to break the action economy in CofD. But every so often I run across something and I wonder if it is an exception to the rule or not. Some examples of this include Sin Eaters being able to unlock multiple haunts "simultaneously" if they have multiple copies of the same key via mementos, a vampire taking aim "instantly" with quicken sight, or a beast attacking twice with a regular attack and "reflexive" dragonfire. I'm not the most familiar with Beast but I saw an idea on Reddit and wanted to know if it fit how Beast works. The idea is someone who either pulls other people into another realm or who lures them into the other realm. The other realm is designed like a wrestling arena and the character is a professional wrestler. Could that work for a Beast and it's lair?...

Kindred Government
When you're designing a city, or playing in one, what kind of government do you like the kindred to have? Do you want a traditional Ventrue Invictus prince with a stick 6 feet up his arse? Maybe something still traditional but slightly less with maybe a Nosferatu Circle of the Crone prince? Something not at all traditional like a rule by the primogen council or maybe having the city split up between coteries and no ruling government at all? Or do you prefer something out of left field, like the Nameless in Montreal?
How strong do you like the government? A powerful prince or a one...

They are dangerous in both editions and while I think their bloodline specific discipline is very strong I don't think it's automatically stronger than dominate or majesty, nor do I think the 2nd edition version is massively stronger than the first edition version.
Additionally I think you're missing how big of an advantage it is having a vampire an elder can feed from without becoming blood bound. Having trouble feeding is a big reason high blood potency vampires choose to go into torpor and having an on demand snack takes away a lot of that pressure....

I liked having dice boxes available, so long as they were big enough to roll a handful of dice in. Beyond that I never really used anything besides the books and a notebook....
